Job Title: Legislative Advocate

Schedule: Full Time, In Office, Monday to Friday, 9:00 AM to 6:00 PM (office hours)
Job Location: Sacramento, CA
Salary Range: $68,640.00 to $103,481.00/year (Depending on Experience)

Job Summary:
The Legislative Advocate is responsible for advancing UDW's legislative, budget, and policy priorities at the State level. This role involves tracking and responding to legislation, , developing advocacy strategies, building relationships with key stakeholders, and coordinating advocacy efforts. The Legislative Advocate will work closely with the Director of State Government Affairs and internal teams to develop and implement comprehensive advocacy plans, including outreach activities, coalition-building, and engagement in legislative processes. Additionally, this role requires cross-functional collaboration with other departments to ensure alignment and proactive response to legislative, budget, and regulatory proposals. The Legislative Advocate plays a critical role in shaping public policy and representing the organization's interests at the state level.

Duties and Responsibilities:
•    Track, analyze, draft, and respond to legislation, budget proposals, rules and regulations at the state level.
•    Develop and implement advocacy strategies to influence policies and regulations at local, state, and federal levels.
•    Lobby administration members, legislators, and agencies to advance UDW's priorities.
•    Prepare written materials such as policy briefs, position letters, and other materials to support advocacy efforts.
•    Prepare and give testimony before policy and budget committees and other government bodies.
•    Continuously evaluate and refine strategies based on evolving political and legislative landscapes and stakeholder dynamics.
•    Engage in coalition-building activities to amplify the organization's voice and advance UDW priorities.
•    Organize and participate in advocacy events such as legislative hearings, stakeholder meetings, and public forums.
•    Cultivate and maintain strong relationships with government officials, policymakers, and relevant stakeholders.
•    Identify collaboration opportunities with advocates at national, state, and local levels to advance the union's agenda.
•    Represent the organization at external events, meetings, and conferences to strengthen relationships and promote collaboration.
•    Collaborate with other departments, such as Communications and Operations, to ensure alignment and synergy in advocacy efforts.
•    Oversee the development and release of an annual legislative scorecard.
•    Develop and implement the union's legislative program based on direction from the Executive Board and Executive Director.
•    Update UDW members on important legislation and budget items at membership meetings.
•    Work on special projects as assigned.
•    Participate in union electoral and political activities, including, but not limited to, Get Out the Vote (GOTV), as needed.
•    Perform other duties as assigned, which are reasonably within the scope of work in this job classification.

•    Ability to analyze issues, define problems and propose creative solutions in political and legislative environments.
•    Ability to draft, analyze and respond to proposed legislation, budget actions, and regulations.
•    Ability to develop and execute legislative campaigns.
•    Ability to communicate policy and budget issues clearly and effectively to diverse audiences.
•    Political acumen and expert command of the legislative and budget process.
•    A proven ability to advocate for legislative and policy change with local, state or federal government.
•    Knowledge of the labor movement, its partners and allies.
•    Proven ability to develop and maintain relationships on a variety of levels.
•    Excellent planning and organizational skills, including the ability to manage priorities in a timely manner and keep track of multiple projects.
•    Excellent people and project management skills, including detail and action orientation, with excellent follow-through skills.
•    Excellent public speaking and written communication skills and the ability to develop and give presentations.
•    Highly computer literate and proficient in Microsoft Suite.

Preferred Qualifications, Education, and/or Experience:
•    Bachelor’s or master’s degree or equivalent experience in political science, public affairs, public administration, or a related field.
•    5-7 years of experience in policymaking and the legislative/political process
•    Excellent analytical and strategic skills to build a comprehensive policy strategy for varying backgrounds and socioeconomic levels.
•    Excellent written communication, presentations, and public speaking skills

Requirements:
•    Must possess auto insurance that covers business driving, and an automobile for business use.
•    Willingness to travel, and ability to work flexible hours and work long and irregular hours, including evenings and weekends.
