Schedule:  Monday to Friday, 9:00 AM to 6:00 PM (subject to change) 
Job Location:  Santa Ana, CA
Salary Range: $92,623.20/ year to $118,744.08/year  (Regional Manager I or II depending on experience)
 
Job Summary:
Under the direction of the Director & Assistant Director of Internal Operations, the Regional Manager I oversees the operations of their assigned field department. Regional Manager I, supervise regional staff and drives and implements initiatives and goals in alignment with the union’s mission and values by managing member servicing, union campaigns, internal and external organizing, leadership development, and political, legislative, and labor relation agendas. Regional Manager I will perform and manage advanced strategic labor relations work; serve as a union leader for assigned bargaining units; develop and recommends the union's negotiating position, negotiates agreements, and administers agreements and grievance procedures; provides technical assistance to supervisors and managers; ensure compliance with labor relations contractual agreements, policies, and applicable Federal State and local laws, ordinances, and codes; and represents union management in hearings and deciding grievances.
 
Operations & Strategic Duties and Responsibilities:
• Design, execute, and lead campaigns, including but not limited to political elections, contract negotiations, and statewide legislative agenda. 
• Design an effective regional budget model for the department and create strategies to optimize budgets and spending to meet budget goals and financial initiatives.
• Develop strategies, methods, and techniques for representatives to mobilize workers around worksite issues, politics, public policy, and other issues affecting workers’ lives.
• Develop and implement regional growth plans to expand membership through orientations, AIMS, membership meetings, new member house visits, and special events; provide training and resources on effective tools and tactics.  
• Oversee coordination of local political, human rights, and health & welfare councils, ensuring initiatives align with regional goals and objectives and expand social justice, civic, and community power.  
• Work with internal and external coalition partners and the Political department to identify and implement strategies that advance political agendas and activities and hold elected officials accountable to working families, such as – endorsements, election campaigns, etc.
• Work with the Communications department to identify effective regional communication strategies that increase member outreach, education, and engagement.
• Support UDW’s Constitution initiatives and guidance, such as assisting board members with budget, duties, development as leaders, and other union projects and mission.  
• Engage with cross-functional experts, incorporating knowledge and expertise into regional work and growth plans.
• Identify and evaluate new and existing community partners, building coalitions around identified common goals that deliver value-added. 
• Ensure administrative processes and practices maintain reliable membership data.
• Implement methods to expand the leadership academy, councils, and bargaining institute, resulting in the identification, mentoring, and development of member leaders. 
• Direct the work of and develop union representatives’ competencies, aligning roles and responsibilities with regional objectives.
• Provide administrative and performance reports to the Director as required.
• Improve member service experience, create engaged members, and facilitate positive organic growth.
• Manages and leads high-level escalation issues or cases involving organizational initiatives and projects to promote quality culture and drive the quality improvement process for service.
• Ensures timely closure of escalation issues and cases; and escalates or reports them to senior management when necessary.
• Assist with department projects and perform other duties as assigned, which are reasonably within the scope of work in this job classification.
 
Labor Relations & Bargaining Duties and Responsibilities:
• Cultivate relationships with community stakeholders and county and state officials to expand and win contract campaigns, amplify the voice of workers, and elevate public awareness of worker issues.
• Researches, develops, recommends, and executes the union’s strategies for completing labor negotiations and other matters within the scope of collective bargaining.
• Ensures that the region does adequate preparation and research before entering negotiations.
• Represents the region during negotiations.
• Represent the Union in contract negotiations.
• Ensure that negotiated settlements are reduced to writing and incorporated into agreements.
• Coordinates with and advises peers and leadership regarding the interpretation and application of terms and conditions of Memorandums of Understanding, Agreements, and ordinances dealing with employee/labor relations to ensure consistent administration and compliance with relevant labor and employment laws, policies, and labor agreements.
• Conducts timely and constant consultations in person, by telephone, and electronically with multiple members and union leaders regarding negotiations, administering agreements, and handling grievances.
• Advises supervisors and managers regarding disciplinary matters and processes employee disciplinary cases to minimize, resolve, or correct employee grievances.
• Investigates, hears, and determines the Union and County's position regarding the disposition of grievances at the top management step of the grievance procedure.
• Represents Union or assists in representation in grievance arbitration hearings.
• Recommends training programs for union and county labor relations policies and proper practices in handling grievances and other areas of labor-management relations.
 
Supervisory Responsibilities: 
• Oversee Union Representatives within assigned area(s).
• Develop Union Representative skills of staff and member volunteers. 
• Oversee management and training of the Union Representatives and Temporary Employee Organizers programs.
• Provide guidance and ensure staff’s compliance with UDW policies and procedures.
• Identify opportunities to lead and train staff and volunteers in developing social justice and civic and community power through local political, human rights, and health & welfare councils. 
• Set performance and deadlines goals that comply with the company’s plans and vision and communicate them to subordinates.
• Organize workflow and ensure that employees understand their duties or delegated tasks.
• Monitor employee productivity and provide constructive feedback and coaching.
• Receive complaints and resolve problems.
• Maintain timekeeping and other records.
• Pass on information from upper management to employees and vice versa.
• Prepare and submit performance reports.
• Decide on rewards and promotions based on performance.
• Hire and train new employees.
• Ensure adherence to legal and company policies and procedures and undertake disciplinary actions if necessary.
• Perform other duties as assigned.
 
Knowledge, Skills, and Abilities: 
• Knowledge of labor rights, contract language, PA grievance, political, budget & lobbying plans
• Ability to research, interpret and summarize local, state, and federal laws, policies, and procedures affecting home care workers.
• Effectively prioritize and multi-task assignments and responsibilities
• Ability to identify, develop and execute plans while directing personnel and volunteers.
• Excellent communication skills with proven presentation and speaking abilities.
• Ability to implement plans and procedures across teams while monitoring effectiveness.
• Knowledge of customer service skills, including needs assessments, organizational processes, and quality standards
• Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, and office procedures
• Social orientation preference and effectiveness in working with and connecting with others. 
• Knowledge of the Child Care System in California
• Proficient in Microsoft Office and Canvassing platforms
• Proven experience solving complex issues and problems in a fast-paced environment.
• Ability to establish and maintain rapport and credibility with diverse demographic groups, elected officials, and community organizations.
• A demonstrated commitment to equity and social justice around issues impacting workers and communities.
• Ability to work cooperatively and effectively in cross-functional teams.
• A demonstrated commitment to unions, supporting and developing members’ voices.

Preferred Qualifications, Education, and/or Experience: 
• Bachelor’s or master’s degree or equivalent experience in business administration, political science, public affairs, public administration, labor relations, or a related field. 
• 5-7 years’ experience and demonstrated success in the management of staff, programs, and experience working in a political, government, and non-profit environment, supervising multiple teams and projects with competing timelines.
• 5-7 years of labor union or comparable experience
• 5-7 years managing political, legislative, and contract campaigns.
• Excellent analytical and strategic skills to build comprehensive strategies and plans to support various socioeconomic levels. 
• Excellent communication. 
• Excellent written communication, presentations, and public speaking skills
• Excellent computer skills and technology savvy.

Requirements:
